Afghanistan: Pay for it or charge it?
That will be one question that legislators will debate if the president, as expected, increases troops on the ground in Afghanistan.

NEW YORK (CNNMoney.com) -- War is expensive, and it's about to get more so if the U.S. government escalates its military efforts in Afghanistan.

President Obama is set to announce his strategy next week. And the question of cost hovers in the background of the difficult decision he faces.

Over the past eight years, the nearly $1 trillion cost of the military's efforts in Iraq and Afghanistan was essentially charged to the national credit card.

Will it be different this time?

There's some chance lawmakers may opt to pay the bill as it comes due, rather than letting the balance and interest accrue. It's not the first time the idea has come up, but it may be the first time the idea is given serious consideration.

A big part of the context for deciding whether and how to pay for a buildup are the growing deficits that have become a political and financial albatross. The country's accumulated debt is expected to rise from $12 trillion today to $21 trillion by the end of 2019.

Some lawmakers are pushing for a war tax. Peter Orszag, the White House budget director, took part in the latest war council meeting. And Obama is expected to raise the cost issue in his Tuesday evening address at West Point.

Since 2001, close to $1 trillion has been appropriated by Congress - and borrowed by Treasury - to pay for U.S. war efforts in Iraq and Afghanistan, according to a report from the Congressional Research Service published in September.

Total spending on the global war on terror, including missions in Iraq and Afghanistan, could approach $2 trillion by 2019 depending on the level of military involvement, the CRS reported.

White House spokesman Robert Gibbs on Wednesday told reporters that Obama's address would stress that further engagement in Afghanistan would not last another eight years. Gibbs also characterized the increase in troops as "very, very, very expensive" in terms of potential lives lost and dollars spent.

The White House estimates a troop increase will cost $1 billion a year for every 1,000 troops. So if Obama chooses to increase troops by as much as 40,000, that's $40 billion a year. That would be on top of the costs incurred for the troops and operations already on the ground, including the costs of any drawdown in Iraq.

"That's in addition to what we already spent in Afghanistan and Pakistan. That also does not include training and it doesn't include maintenance of a security force," Gibbs said.

Enter David Obey, D-Wis., chairman of the House Appropriations Committee, and other leading Democratic congressmen who have proposed a graduated war surtax beginning in 2011 to pay for U.S. military efforts going forward. The amount of tax collected would have to be sufficient to cover the full war costs of the previous year.

The surtax would start at 1% for anyone with taxable income and increase gradually up the income scale to as much as 5% for the highest-income households.

The only people exempt from having to pay the war surtax would be members of the military who have served in combat since Sept. 11, 2001, their families and the families of military members who died in combat.

"Regardless of whether one favors the war or not, if it is to be fought, it ought to be paid for," Obey said in a statement. "The only people who've paid any price for our military involvement in Iraq and Afghanistan are our military families."

Separately, Obey noted that if the cost of the Afghan war isn't paid for it will "wipe out every other initiative that we have to try to rebuild our own economy."

House Speaker Nancy Pelosi, D-Calif., meanwhile, has acknowledged the issue is very much on the minds of legislators.

"Let me say that there is serious unrest in our caucus about 'Can we afford this war?' " she told reporters on Tuesday.

In the Senate, Armed Service Committee Carl Levin, D-Mich., told Bloomberg Television last week that he could support a war tax levied on those making more than $200,000.

The White House, however, remains mum about what tax if any the president might support to pay for future efforts in Afghanistan.

Democrats irked by Obama signing statement

WASHINGTON (AP) - President Barack Obama has irked close allies in Congress by declaring he has the right to ignore legislation on constitutional grounds after having criticized George W. Bush for doing the same.

Four senior House Democrats on Tuesday said they were "surprised" and "chagrined" by Obama's declaration in June that he doesn't have to comply with provisions in a war spending bill that puts conditions on aid provided to the World Bank and International Monetary Fund.

In a signing statement accompanying the $106 billion bill, Obama said he wouldn't allow the legislation to interfere with his authority as president to conduct foreign policy and negotiate with other governments. Earlier in his 6-month-old administration, Obama issued a signing statement regarding provisions in a $410 billion omnibus spending bill.

"During the previous administration, all of us were critical of (Bush's) assertion that he could pick and choose which aspects of congressional statutes he was required to enforce," the Democrats wrote in their letter to Obama. "We were therefore chagrined to see you appear to express a similar attitude."

The letter was signed by Reps. David Obey of Wisconsin, chairman of the House Appropriations Committee, and Barney Frank of Massachusetts, chairman of the House Financial Services Committee, as well as Reps. Nita Lowey and Gregory Meeks, both of New York, who chair subcommittees on those panels.

Obey and Frank in particular are needed by Obama to push through Congress key pieces of his agenda, including health care and financial oversight reform.

The White House said Tuesday the administration plans to implement the provisions of the bill and suggested that Obama's signing statement was aimed more at defending the president's executive powers than skirting the law.

"The president has also already made it clear that he will not ignore statutory obligations on the basis of policy disagreements and will reserve signing statements for legislation that raises clearly identified constitutional concerns," White House spokesman Ben LaBolt said in a statement.

Bush issued a record number of signing statements while in office as he sparred with Democrats on such big issues as the war in Iraq.

Democrats, including Obama, sharply criticized Bush as overstepping his bounds as president. In March, Obama ordered a review of Bush's guidelines for implementing legislation.

"There is no doubt that the practice of issuing such statements can be abused," Obama wrote in a memo to the heads of executive departments and agencies.

At the same time, however, Obama did not rule out issuing any signing statements, which have been used for centuries. Rather, he ordered his administration to work with Congress to inform lawmakers about concerns over legality before legislation ever reaches his desk. He also pledged to use caution and restraint when writing his own signing statements, and said he would rely on Justice Department guidance when doing so.

Two days after issuing the memo, Obama issued his first signing statement after receiving a $410 billion omnibus spending bill. He said the bill would "unduly interfere" with his authority by directing him how to proceed, or not to, in negotiations and discussions with international organizations and foreign governments.

Obey and the other House lawmakers said this week that Obama's signing statement on the war bill will make it tougher in the future to persuade other lawmakers to support the World Bank and IMF.

If Congress can't place conditions on the money, "it will make it virtually impossible to provide further allocations for these institutions," they wrote.

Obama gave an Oath to the US Constitution and he has violated it with his Signing Statements of which Obama even said when Bush did it, it wasn't part of the President power, so when Obama made his own signing statements saying he wasn't going to obey the laws of Congress($100 billion to IMF Congress said NO, Obama signing statement violated the law of Congress), Obama has acted over his delegated authority just as Bush did. And Bush's signing statements were an impeachable offense and was included in the Article of Impeachment against George Bush...


Obama will be lawfully removed from office for his violation of the Supreme law of the land by impeachment..

You attacked me first after I posted my first Ron Paul message. You have been in more fights here with more people than anyone. That's a fact. You have a history of being a blog bully especially when you don't care for what someone is commenting about. Which in my case is the real Ron Paul.


And this isn't about the company that Obama keeps. It's about Ron Paul and his supporters and always has been. * William Ayers—Now a professor of education at the University of Illinois at Chicago, Ayers spent 10 years as a fugitive in the 1970s when he was part of the domestic terrorist organization known as the Weather Underground. In the early 1970s the Weather Underground was responsible for bombing the U.S. State Department in Washington, D.C., and setting a bomb that didn’t go off at a military induction center in Oakland, Calif. The group also murdered two policemen and a Brink’s truck driver in a botched armored car robbery, according to the Federal Bureau of Investigation’s (FBI) website. Ayers surrendered to face charges in the 1980s, but the charges were dropped because of improper surveillance. Coincidentally, on Sept. 11, 2001, Ayers was being interviewed about a book he had written and he told the interviewer he didn’t think the Weather Underground had done enough. Ayers and Obama first crossed paths in Chicago in the 1990s and served together on the board of the not-for-profit Chicago Annenberg Challenge, a boondoggle to spend tens of millions of dollars for their pet “education” projects. Obama downplayed his friendship with Ayers as casual, but evidence indicates their relationship was much more. Many now believe that Ayers penned Obama’s “autobiography” Dreams from My Father.

* Carol Browner—Obama’s Director of the White House Office of Energy and Climate Change Policy, Browner is an avowed socialist. She served as one of 14 leaders of Socialist International’s Commission for a Sustainable World Society, which calls for global governance and says rich countries must shrink their economies to address climate change, according to an article in The Washington Times. The group supports socialism and has been harshly critical of U.S. policies. She is also a supporter of smart growth policies, as we have described previously. Browner also served on the board of Al Gore’s Alliance for Climate Protection, though her name was scrubbed from the site after Obama tapped her for the director’s position. Not surprisingly, Obama’s transition team told The Times Browner’s membership in a socialist organization was not a problem.

* Frank Marshall Davis—You won’t find Davis’ name on an organizational chart of White House staff, but he was instrumental in forming the political philosophy of Barack Hussein Obama. Called “Uncle Frank” in Dreams from My Father, Davis was a member of the Communist Party USA (CPUSA), according to a 1951 report of the Commission on Subversive Activities to the Legislature of the Territory of Hawaii. Obama has admitted to spending time with Uncle Frank—who he cryptically describes as being a person of some modest notoriety at one time—and listening to his poetry and getting career path advice. Davis may also have been a pedophile. Writing under the pseudonym Bob Greene, Davis wrote a debased pornographic novel entitled, Sex Rebel: Black (Memiors of a Gash Gourmet), in which he describes group sex encounters and sex he and his wife had with a 13-year-old girl named Anne. Davis died in 1987.

* Anita Dunn—As White House Communications advisor, Dunn has been seen a lot lately as the face of the Obama administration’s strategy to try and discredit Fox News. She is described on Politico.com as a veteran Democratic strategist and top advisor on Obama’s presidential campaign. As the war between the Obama White House (see more under Rham Emmanual) and Fox has escalated, videotape has surfaced showing Dunn gloating over how the campaign “controlled” the media. Another videotape surfaced showing Dunn speaking at a June high school graduation ceremony where she praised Marxist/Communist Chinese Premiere Mao Zedong as one of her favorite philosophers and one of the two people she turns to most. It’s difficult to understand how Mao had time to philosophize as he was busy killing somewhere between 50 million and 70 million of his country’s citizens during his 27-year reign of terror.

* Ezekiel Emanuel—The president’s Special Advisor for Health Policy, Ezekiel is brother to White House Chief of Staff Rham Emanuel. Ezekiel is the source of Sarah Palin’s death panel idea. This Emanuel has written that he believes many healthcare treatments should be denied to those under 15 and over 65 to save money, the rationale being that only people between 15 and 65 are beneficial to society.

* Rahm Emanuel—Obama’s White House Chief of Staff, Emanuel is a thug Chicago politician who once sent a two-and-a-half foot long, dead and decomposing fish to lobbyist Allen Secrest to express his displeasure. He’s known for his full-time use of gutter language and once told then-British Prime Minister Tony Blair just before an appearance with Bill Clinton during the Monica Lewinsky scandal: “This is important. Don’t f**k it up.” He also coined the phrase, “You never want a serious crisis to go to waste.” He’s also behind the ridiculous policy of starting a fight with television news agency Fox News.

* Chai Feldblum—Nominated by the president to the Equal Employment Opportunity Commission, Feldblum signed a radical 2006 manifesto which endorsed polygamous households and argued traditional marriage should not be privileged “above all others,” according to a report in Catholic News Agency. According to a statement from the White House, Feldblum has worked on advancing lesbian, gay, bisexual and transgender rights…” She is co-director of Workplace Flexibility 2010, which she described at a UCLA symposium as a homosexual rights group that aimed to change the American workplace and revolutionize social mores, according to a report on the WorldnetDaily website.

* Patrick Gaspard—White House Political Director, Gaspard was formerly a lobbyist for Service Employees International Union (SEIU), the organization that sent its thugs out to disrupt Tea Party protests and stir up trouble at town hall meetings in August. Prior to that, Gaspard worked as national field director for American Coming Together (ACT), a sub-group of the Association for Community Organizations for Reform Now (ACORN). ACT was fined $775,000 in civil penalties by the federal government for various voter fraud offenses. You can read more about ACORN here.

* Eric Holder—The Attorney General of the United States is an anti-gun racist who earlier this year referred to the United States as “a nation of cowards” on race relations. He also has an interesting take on justice. He worked to convince President Clinton to pardon billionaire fugitive Mark Rich (convicted of fraud and racketeering), Weather Underground (where have we heard of that organization before?) terrorists Susan Rosenberg and Linda Evans, and he declined to prosecute New Black Panther brutes who stood over a Pennsylvania polling station with baseball bats intimidating voters. Oh yes, he also wants to bring Guantanamo Bay prisoners to the United States.

* John Holdren—Obama’s Director of the White House Office of Science and Technology Policy is not only an abortion supporter, he is an abortion nut who believes that compulsory abortions could be sustained under the existing U.S. Constitution if a population crisis arose. He also supports mass sterilization of the U.S. population through lacing the country’s water supply with drugs. Holdren authored with two other people a book called Ecoscience promoting their loony ideas about population control and One World Government—or what they called a Planetary Regime—to regulate international trade, the food supply and determine the optimum population for the world.

* Valerie Jarrett—The New York Times called Jarrett, Obama Senior Advisor and Assistant to the President for Public Engagement and Intergovernmental Affairs, the ultimate Obama insider. She has also been called the other half of Obama’s brain. She’s another one of those Chicago thug politicians who has gamed the system—including operating as a slum lord—for her own benefit. Her company, Habitat, Inc., managed the Grove Parc housing complex which was located in the district represented by State Senator Obama. As state senator, Obama coauthored a bill to give tax credits for developers which Jarrett used on the complex. As U.S. senator, Obama pressed for increased federal subsidies for like projects. Despite receiving government funds and tax credits, Grove Parc was ordered demolished because of its deplorable condition. She also served the administrations of Chicago mayors Harold Washington and Richard Daly, both scandal-plagued. Washington, by the way, was backed in his bid for mayor by Chicago’s Communist Party and the local branch of the Democratic Socialists of America. Called by the Washington Post a tutor to Obama and his wife Michelle, Jarrett is the step-daughter of Chicago journalist Vernon Jarrett. Vernon Jarrett was an associate of Frank Marshal Davis, Obama’s mentor, when Davis lived in Chicago prior to moving to Hawaii.

* Van Jones—Once Obama’s White House Environmental Advisor, Jones was fired in the dead of night on a holiday weekend after a video surfaced in which he called Republicans a bodily orifice, and after a controversial document he signed was revealed. That document accused former President George W. Bush and Vice President Dick Cheney of either planning or knowing about ahead of time the attacks of Sept. 11, 2001. In addition to being a 9/11 Truther, Jones is an avowed Communist. He was appointed to his position by Valerie Jarrett, who has been seen on video praising Jones and saying she and Obama had been watching Jones for a long time.

* Mark Lloyd—FCC Diversity Czar, is also known as the man who wants to stifle free speech in America like Hugo Chavez does in Venezuela. He has been videotaped saying the Chavez revolution in Venezuela was almost lost because of the privately-owned media. Chavez, of course, is the Marxist dictator of Venezuela, personal friend to Communist dictator Fidel Castro of Cuba and Islamic terrorist dictator Mahmoud Ahmadenijad of Iran. In 2006, while at the liberal Center for American Progress, Lloyd wrote a book entitled, Prologue to a Farce: Communications and Democracy in America. In it he presents the idea that all private broadcasters should be charged licensing fees at a rate equal to their operating expenses and that money should go to the Public Broadcasting System (PBS). In a 2007 report entitled The Structural Imbalance of Political Talk Radio, Lloyd complains about the fact that people want to listen to Christian and conservative talk radio rather than liberal radio, and lists ways the Federal government can fix the “problem.” His solution would include caps on the number of local stations a corporation can own, ensure greater local accountability on radio licensing and require owners who fail to fulfill their obligations to pay a fee to support PBS.

* Cecelia Munoz—Now White House Director of Intergovernmental Affairs, Munoz was previously Senior Vice President of The National Council of La Raza, the largest Hispanic lobbying organization in the country, which has called national anti-immigration groups “hate groups.” La Raza, which literally translates The Race, funds extremist groups and supports illegal immigration as a way of obtaining political power. The group advocates taking the Southwest U.S. for the purpose of creating a new Hispanic state.

* Cass Sunstein—Recently confirmed by the U.S. Senate as Administrator of the White House Office of Administration and Regulatory Affairs, Sunstein is a Harvard Law School professor and dingbat who has—in writings and speeches—called for a ban on all hunting and claims that animals should be represented by lawyers in animal abuse cases. He is a socialist who has advocated for gun control and heavy regulation of the Internet. He also wrote in his 2008 book, Nudge: Improving Decisions about Health, Wealth and Happiness, that he believes people’s organs can be harvested without their consent. Sunstein would like to see personal email communications regulated by the government and believes the Internet is anti-democratic because of the way users can filter out information of their own choosing.

* Rev. Jeremiah Wright—Obama sat in Wright’s church for 20 years yet claims to have never heard any of the hate-filled racism that crossed his lips. Wright’s anti-Semitic, anti-American sermons came to light during the campaign. Among his claims: the U.S. government was responsible for infecting blacks with the virus that causes AIDS, America was responsible for the 9/11 attacks—“the chickens have come home to roost”—and Jews are responsible for ethnic cleansing in Gaza and are pressuring Obama associates to keep Wright and Obama separated.

These are just a few of the folks who have occupied or currently occupy Obama’s inner circle. He was passed off by the mainstream media as being a centrist and moderate, but many of friends are anything but that, and some are quite radical. And when you parse some of his words or find video or audio from several years ago you know that Obama himself has some radical views.

Obama Quietly Backs Patriot Act Provisions

NEW YORK, 23 Nov (IPS) - With the health care debate preoccupying the mainstream media, it has gone virtually unreported that the Barack Obama administration is quietly supporting renewal of provisions of the George W. Bush-era USA Patriot Act that civil libertarians say infringe on basic freedoms...

And it is reportedly doing so over the objections of some prominent Democrats.

When a panicky Congress passed the act 45 days after the terrorist attacks of Sep. 11, 2001, three contentious parts of the law were scheduled to expire at the end of next month, and opponents of these sections have been pushing Congress to substitute new provisions with substantially strengthened civil liberties protections.

But with the apparent approval of the Obama White House and a number of Republicans – and over the objections of liberal Senate Democrats including Russ Feingold of Wisconsin and Dick Durbin of Illinois – the Senate Judiciary Committee has voted to extend the three provisions with only minor changes.

Those provisions would leave unaltered the power of the Federal Bureau of Investigation (FBI) to seize records and to eavesdrop on phone calls and e-mail in the course of counterterrorism investigations.

The parts of the act due to expire on Dec. 31 deal with:

National Security Letters (NSLs)

The FBI uses NSLs to compel Internet service providers, libraries, banks, and credit reporting companies to turn over sensitive information about their customers and patrons. Using this data, the government can compile vast dossiers about innocent people.

The 'Material Support' Statute

This provision criminalises providing "material support" to terrorists, defined as providing any tangible or intangible good, service or advice to a terrorist or designated group. As amended by the Patriot Act and other laws since Sep. 11, this section criminalises a wide array of activities, regardless of whether they actually or intentionally further terrorist goals or organisations.

FISA Amendments Act of 2008

This past summer, Congress passed a law that permits the government to conduct warrantless and suspicion-less dragnet collection of U.S. residents' international telephone calls and e-mails.

Asked by IPS why committee chairman Senator Patrick Leahy of Vermont and other Democrats chose to make only minor changes, Chip Pitts, president of the Bill of Rights Defence Committee, referred to "the secret and hypocritical lobbying by the Obama administration against reforms – while publicly stating receptiveness to them." White House pressure, he speculated, "was undoubtedly a huge if lamentable factor".

He added that some committee members were cautious because of the recent arrests of Najibullah Zazi and others.

Zazi , a citizen of Afghanistan and a legal U.S. resident, was arrested in September as part of a group accused of planning to carry out acts of terrorism against the U.S. Zazi is said by the FBI to have attended courses and received instruction on weapons and explosives at an al Qaeda training camp in Pakistan.

Leahy acknowledged that, in light of these incidents, "This is no time to weaken or undermine the tools that law enforcement relies on to protect America."

Pitts told IPS, "Short-term and political considerations driven by dramatic events once again dramatically affected the need for a more sensible long-term, reasoned, rule-of-law approach."

"In the eight years since passage of the original Patriot Act, it's become clear that the escalating political competition to appear tough on terror - and avoid being accused of being "soft on terror" - brings perceived electoral benefits with few costs, with vital but fragile civil liberties being easily sacrificed," he added.

In contrast to the Senate, the House of Representatives Judiciary Committee approved a version of the legislation containing several significant reforms. In a 16-10 party-line vote, the committee's version curbs some of the government's controversial surveillance powers.

The Patriot Act, passed by a landslide after the 9/11 terrorist attacks to provide law enforcement and intelligence agencies additional powers to thwart terrorist activities, was reauthorised in 2005.

The legislation has been criticised by many from across the ideological spectrum as a threat to civil liberties, privacy and democratic traditions. Sections of the original act have been ruled unconstitutional, with certain provisions violating protected rights.

Judiciary Chair John Conyers, a Michigan Democrat, said the goal of the new legislation was to "craft a law that preserves both our national security and our national values".

The proposed new legislation would permit the so-called "lone wolf" provision to sunset. This authority removed the requirement that an individual needed to be an agent of a foreign power to be placed under surveillance by intelligence officials and permitted surveillance of individuals with a much lower evidentiary threshold than allowed under criminal surveillance procedures.

It was intended to allow the surveillance of individuals believed to be doing the bidding of foreign governments or terrorist organisations, even when the evidence of that connection was lacking.

The Justice Department maintains that the "lone wolf" authority is necessary, even though there is no evidence that it has been used. Its opponents believe that existing authorities are sufficient to achieve the goals of the lone wolf provision while more effectively protecting the rights of innocent citizens.

The proposed new House legislation would also restrict the use of national security letters. According to a Congressional Research Service report, "National security letters (NSL) are roughly comparable to administrative subpoenas. Intelligence agencies issue them for intelligence gathering purposes to telephone companies, Internet service providers, consumer credit reporting agencies, banks, and other financial institutions, directing the recipients to turn over certain customer records and similar information."

Under current law, intelligence agencies have few restrictions on the use of NSLs, and in numerous cases, have abused the authority. An FBI inspector general report in 2007 "found that the FBI used NSLs in violation of applicable NSL statutes, Attorney General Guidelines, and internal FBI policies". The reform provisions seek to create greater judicial scrutiny of NSL use.

The bill approved in the Senate contains much more modest reforms. It would retain the lone wolf provision, and is, in general, much more in line with the wishes of the administration. Should both bills pass and go into conference to be reconciled, it is unclear which approach would prevail.

House and Senate versions still need to be voted on by each body separately and then reconciled into a single bill to send to the president for signature.

Pitts told IPS, "President Obama's flip-flop on Patriot Act issues does as much damage as did his flip-flop on the FISA Amendments Act and telecom immunity last year. But it's imperative that we fight, while we still can, to comprehensively reinsert requirements for fact-based, individualised suspicion, checks and balances, and meaningful judicial review prior to government intrusions."

In a report on the Patriot Act, the American Civil Liberties Union (ACLU) said, "More than seven years after its implementation there is little evidence that the Patriot Act has been effective in making America more secure from terrorists. However, there are many unfortunate examples that the government abused these authorities in ways that both violate the rights of innocent people and squander precious security resources."

WASHINGTON - Suddenly the Federal Reserve is everybody's punching bag.

Strip the Fed of its bank regulation powers, some in Congress are demanding. Get probing audits of its behind-the-scenes operations, others say.

The chairman of the Federal Reserve Board is always fair game for criticism and second-guessing, usually over interest rate actions. But this year the criticism is much broader as Congress responds to widespread public anger that the Fed bailed out Wall Street but not ordinary Americans, and with unemployment in double digits.


Former Fed Chairman William McChesney Martin Jr. famously said that the central bank's job was to yank away the punchbowl just when everybody is starting to party. And while Fed Chairman Ben Bernanke has signaled the Fed will keep interest rates low for now, a round of higher rates inevitably will come.

The Fed finds itself both the punchbowl keeper and the punching bag. Imagine the outcry when it does begin to crank up rates — perhaps just ahead of next year's midterm elections.

Fireworks seem likely at Senate confirmation hearings early next month on President Barack Obama's nomination of Bernanke to a second four-year term as chairman.

Many economists and Fed watchers say congressional efforts to rein in the Fed's powers could interfere with the central bank's ability to help guide the fragile economy to recovery.

The Fed's very independence and its unique ability among U.S. institutions to create money out of thin air enabled it to act quickly to stabilize the nation's financial system after it froze up last September after the bankruptcy of the Lehman Brothers investment house, Fed backers say.

"It might have been the Fed's finest moment when it had to jump into the market," said David M. Jones, a former Fed economist and president of DMJ Advisors, a Denver-based consulting firm. "We still have to wait to see how effective the Fed is in its exit strategy and whether it can keep inflation in check. But this badgering by Congress, even if there is populist sentiment, is inappropriate."

The Fed's aggressive intervention also set the stage for the current criticism. Many lawmakers question whether the Fed's money machine has mainly benefited financial markets and not the broader economy. Lawmakers are also peeved that the central bank acted without congressional involvement when it brokered the 2008 sale of failed investment bank Bear Stearns and engineered the rescue of insurer American International Group.

Bernanke, first appointed by President George W. Bush, has worked closely with both Treasury Secretary Timothy Geithner and Bush Treasury Secretary Henry Paulson in confronting the worst financial crisis in decades. Geithner also has gotten his share of congressional wrath, mainly for his administering of the $700 billion bank bailout fund.

Survey: Economic recovery will be sluggish

"In the past, the Federal Reserve was held in very high esteem," said Rep. Ron Paul of Texas, a libertarian-leaning Republican who twice ran for president and remains a darling of skeptics of Washington. Now, it's "the source of our problem," suggests Paul, author of the best-seller "End the Fed."

Usually an outlier, Paul suddenly has found an army of at least 307 House colleagues and 30 senators marching behind his legislation to subject the Fed to intense scrutiny by Congress' Government Accountability Office. The House Financial Services Committee endorsed Paul's approach 43-26 last week over objections from its chairman, Rep. Barney Frank, D-Mass.

The bill would authorize Congress to audit not only the Fed's lending programs but its basic decisions to set monetary policy by raising or lowering interest rates. Paul has been introducing a version every year since the early 1980s, but this is the first time it has garnered any serious attention.

Senate Banking Committee Chairman Chris Dodd, D-Conn., who will preside over Bernanke's confirmation hearings, has proposed legislation that would strip the Fed of its bank-regulation authority and give the Senate a role in selecting the 12 regional Federal Reserve bank presidents.

Dodd says his measure would return the Fed to its core mission of setting monetary policy, claiming it proved itself "an abysmal failure" by not cracking down on risky lending practices that led to the financial meltdown.

Dodd is in an extremely tight battle for re-election, even though he has served in Congress for 35 years.


"I don't think it ever hurts to have a member of Congress stand up and denounce the Fed. There is a lot of anger out there, and this is basically a therapeutic gesture," said Ross Baker, a political scientist at Rutgers University.

Still, Baker said, it probably isn't wise to tamper with the formula that makes the Fed "very much an anomaly in American government. It's independent, it has to be. You don't want the Fed to be under the control of the president. And it kind of sits out there — not in the executive branch, not in the legislative branch, not in the judicial branch. Sort of its own little element in the separation-of-powers constellation."

While the Fed is subject to some congressional oversight, its decisions don't have to be ratified by the president or Congress. Fed officials are not paid with money appropriated by Congress.


Should Bernanke be worried?

"Not only should be worried, he's clearly ratcheted up his game in terms of his communications with Congress," said Norman Ornstein, a senior fellow at the American Enterprise Institute.

Ornstein said the Fed bashing this time is different from before, with "a broader base of support. And it's coming from people who in the past would not have hit the Fed. There's a lot of populist anger out there — on the left, in the center and on the right. And politicians are responsive to that."




FYI: Brooks College is gone. So your posting is useless. And I doubt you have California Teacher Credentials or that you are accredited to teach anything. Remember teaching credentials can be checked. And ripping off the Marines now are we? lol


In June 2007, Career Education Corporation announced that it would close both campuses of Brooks College. The Sunnyvale campus closed in June 2008, while the Long Beach campus closed December 2008. The property in Long Beach that was leased by Brooks College was sold to the California State University, Long Beach Foundation for use as CSULB student housing.




The few, the proud, the graduates of Brooks College. Yeah, there aren't a lot of us. It's like some sort of pyramid scheme to get people to want to go to Brooks College. One of my girl friends was going to go here for fashion design and wanted someone to go with her. I went, checked out the interior design program and ended up signing up a month or two later. My friend decided Brooks wasn't for her. Her brother was going to go at the same time for graphic design, taking along his friend Sean and brother decided he couldn't afford it, and mutual friend Sean and i ended up going and actually graduating! Whoa.

Regarding the interior design program... 33% graduation rate. Our class began with 28+ students and only six of us graduated. Thankfully, we all have jobs in interior design these days. Many of my friends that graduated in other majors like Animation or Graphic Design seem to be working at places like Vons. But that's a whole other story.
The reason why so few graduate is because Interior Design is a challenging major. Especially the fact that the classes are all accelerated and you're doing the work that a typical semester of University school would have, in only 11 weeks. then you get two weeks of vacation, then you're back on for 11 weeks. This works for some, but not for all.
Also, this school is expensive. I'm not entirely sure where all the money is going because the school isn't in fabulous condition and then faculty turn-over rate is almost astounding. Actually, the instructors always seem to stick around, the administrators and the rest of the faculty are the ones that leave. THAT i think is a HUUUUGE indicator of how the school works. The classes are amazing. I can't tell you how much i learned and how much i progressed as a student and a human being from my instructors. They were all so helpful, having open rendering classes that they didn't have to offer, giving out cell phone number for any after class questions, always available by email. I swear, my instructors were my heart and soul at Brooks College. Love them to death.
The administration. Yuck. Unorganized, sending students back and forth trying to get information that may or may not have been necessary and somehow having the students do the dirty work for them. I mean, you're supposed to know how to do your job and you are here for the students. We pay your f#*%ing paycheck.

There was a CNN report done on Brooks saying that students felt that they weren't getting what they paid for. I am going to partially agree. It is expensive and you can get a better education somewhere else, maybe. But i remember having dorm room roommates in other majors that asked me questions like, "Man, how come you're always doing homework? It seems like they give you too much." And i would rarely see her do homework. She didn't graduate. You really have to put in a lot of effort to receive all the benefits of this school. It's real life here, it's not 13th grade. The former students in that CNN report mostly were hating on the career services department saying that they weren't giving them jobs.
Wow. First of all, it's really easy. You give your resume to the career services department and they send out your resume to every. single. job. that fits in to what you want. then, you get a phone call setting up an interview. Then you get hired for the job. Right? How your resume looks depends on you. They give you classes teaching you how to build your resume and how to make it look. They give you classes teaching you how to take an interview. It's up to you at that point and i don't think i've ever had a bad experience with Career Services. The ID director was amazing.

Okay so for all the other stuff you may or may not care about. The dorm rooms are really small and ugly and stuffy and i'd suggest to live in them only for the first few quarters and then get the hell out.
The cafeteria sucks and that's the only place to eat on campus other than vending machines. Starbucks, burger king, sushi and Mexican food all in close walking distance :)
The computer and design labs are really great. Especially around midterms and finals, they're open late and you can sign a form to have them open 24hrs (the big computer labs on campus are already open 24hrs).
The library is a really great source for information. Use it.

I enjoyed my experience and although it's not "collegey," i wouldn't have it any other way. I go to college to further my education and to prepare myself for the real world. This is not a school for the weak. Take your time deciding if you want to go here. It's a really great school if you focus on your major and not on social activities (which there aren't much of anyway.)

Here's a story from one of the many people who got ripped off by Brooks College in Long Beach. 60 Minutes did a report on what Brooks College was doing and that the beginning of the end for the non-accredited for profit college.


I had little options of what I could do when I was graduating from high school. I wasn't too sure what I wanted to pursuit or who I wanted to be. I had family members who were sales reps for clothing companies and who had started their own clothing shop. I thought that could be a career that I might enjoy as well. One day I hopped on google to search fashion merchandising to see what career and education possibilities would pop up. Brooks College came up in the search, I liked what I read about the school and sent an e-mail for more information. Two seconds later a rep from the school phoned me and quickly sucked me into the fashion merchandising program. Next thing I knew I was attending Brooks College. I came from a family that was not able to be financially supportive so I was all on my own. Brooks College made it very easy for me to get a student loan through sallie mae. Nearing the end of the program I was $25,000 in debt without any interest. When it came time to get an internship to complete the program I was working full time and taking 6 courses. I had to graduate that semester because I could not take out any more loans. I looked to Brooks for help to find me some where I could intern near by because I didn't have a car at the time. The counselors recommended that I get an internship when I returned to san diego and I could record my hours that way and finish my degree.

When it came time for me to leave I needed help finding a job they guaranteed I would have by the end of the program. The counselors brushed me off and told me they only helped students who stayed in Los Angeles. I returned back to San Diego and quickly started searching for jobs. Every where I went I came back empty handed because the education and experience I had was insufficient. I decided to continue my education but quickly learned that all of the credits I earned at Brooks were non transferrable and I would have to start at the very bottom at a community college.

It has been two years since I left Brooks. My loans are now deffered and already up to $41,000 because of interest. I feel that I was very misled and deceived by Brooks College and their sales staff. Now I have learned that the school is shut down because of all the lawsuits against it. I have many friends that I met through brooks that are suffering from the same situation with their student loans. We need justice with this non-accredited college!

Brooks College? Didn't they get into trouble? Charging a lot of money only to find out your degree was pretty much worthless? And they had to closed their doors because of that?

I used to travel from No. Hollywood to Long Beach 5 days a week while i was teaching at Brooks College software programming...

It is great for a teacher you can finish preparing the final touches to your lesson plan for the day and you have time to grade test on the way home..

I enjoyed it...
